From September 2 to 6, 2025, Cuban President Miguel Díaz-Canel was invited to China to attend the commemorative event for the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. During this period, the Communication University of China (CUC) and the Embassy of Cuba in China jointly signed the “Media Action Plan for Jointly Building a Sino-Cuban Community with a Shared Future” (hereinafter referred to as the Media Action Plan), which marked a significant milestone in deepening people-to-people exchanges and media cooperation between China and Cuba, injecting new momentum into the construction of a Sino-Cuban community with a shared future through media collaboration.
The Media Action Plan for Jointly Building a Sino-Cuban Community with a Shared Future was jointly signed by the Communication University of China (CUC) and the Embassy of Cuba in China. Professor Zhang Shuting, President of the CUC, and The Ambassador of Cuba to China Soy Alberto J. Blanco Silva (Blanco), acting as representatives of their respective sides, signed the agreement. The Plan will be jointly implemented by the Institute for a Community with a Shared Future of the CUC, Cuba's Havana University and the Cuban Information and Social Communication Committee (ICS). The Embassy of Cuba, signing the agreement on behalf of the Cuban side, expressed high appreciation and firm support for the plan, which completely embodied the Cuban government's strong commitment to this cooperation. This marked a significant upgrade of the media cooperation between China and Cuba transforming from an institutional-level coordination to a bilateral cooperation project.
This “Media Action Plan”, centered on the core goals of deepening the cooperation China and Cuba and telling a compelling story about the a community with a shared future for mankind, established a cooperation framework with five key dimensions. The first dimension was aimed at focusing on media cooperation practices and capacity building, which including: Customized training programs (covering integrated media gathering and editing, and international communication strategies etc.) and Joint interview to enhance the professional standards of media organizations on both sides. The second dimension was intended to promote media education exchanges and academic research, including: sharing high-quality course resources, organizing a Global South Media Development summer school activity, and establishing the Sino-Cuban Media Young Scholars Program, which would foster collaborative development in media education between the two countries. The third dimension was designed to establish a platform for regional media cooperation and dialogue, hosting a Sino-Cuban Media Development Seminar covering Caribbean nations which aimed to building regional communication consensus. The fourth dimension was to explore the Media Technology Innovation and the Practical Applications, with a focus on digital media training in short video production, data journalism, and AI applications in communication, and this initiative aimed to cultivate regional digital media talents. And the fifth dimension was meant to deepen the elite media dialogues and people-to-people exchanges, establish a regular communication mechanism, promote mutual sharing of media and cultural content, and jointly produce documentary and short video projects from an ordinary people’s perspective. Through coordinated dissemination via mainstream media and social media platforms, we will continuously build the consensus of a Sino-Cuban community with a shared future.
This collaboration was initially launched by the Institute for a Community with a Shared Future for Mankind (ICSFM) of the Communication University of China (CUC), the University of Havana (UH) and the Cuban Information and Social Communication Council (ICS). In December 2024, Liao Xiangzhong, the Secretary of the CUC Party Committee, led a delegation to Cuba for inter-university exchanges and cooperation. During the visit, the three parties—CUC, UH, and ICS—signed a cooperation agreement to jointly establish the Cuba Research Center for a Community with a Shared Future for Mankind, laying a crucial foundation for the signing and implementation of this Media Action Plan.
This Media Action Plan will serve as a key platform to deepen Sino-Cuban people-to-people exchanges and promote a Community with a Shared Future concept in Latin America. Building on the Cuba Research Center for a Community with a Shared Future for Mankind, the Communication University of China (CUC) will strictly adhere to the principles of mutual trust, mutual benefit, and pragmatic efficiency. By establishing a regular consultation mechanism and refining annual task lists, the CUC will ensure the effective implementation of cooperative measures, unlock the full potential of Sino-Cuban media cooperation, and contribute a Sino-Cuban Cooperation Plan to vivid practices of a Community with a Shared Future for Mankind in Latin America.
