Online International Roundtable discussion “Analyzing New Constitutional Reforms in Uzbekistan under the dynamic Leadership of President Mirziyoyev’’ jointly organized by Pakistan Research Center for a Community with Shared Future (PRCCSF), Islamabad & Development Strategy Center, Tashkent, Uzbekistan.

On 10th August 2022, an online international Roundtable discussion “Analyzing New Constitutional Reforms in Uzbekistan under the dynamic Leadership of President Mirziyoyev’’ was held. The event was jointly organized by Pakistan Research Center for a Community with Shared Future (PRCCSF), Islamabad & Development Strategy Center, Tashkent, Uzbekistan.

The aim of the Roundtable was to understand and highlight robust constitutional amendments by the government of Uzbekistan in various fields. The roundtable discussion also provided a premier interdisciplinary platform for relevant stakeholders from Pakistan and Uzbekistan to discuss the most recent innovations as well as provide solutions to common challenges under the concept of regional connectivity.

The panel discussion commenced with the speech by Mr. Jahangir Shirinov, Chairman of the Committee of the Legislative Chamber of the Oliy Majlis on Combating Corruption and Judicial and Legal Issues on ‘’Constitutional Reform in the New Uzbekistan’’He highlighted the recent developments in Uzbekistan under new constitutions.  He stated that the social media of Uzbekistan has been actively projecting the new legislative reforms as human dignity is the major pillar of the new constitution.

Mr. Khalid Taimur Akram, Executive Director, Pakistan Research Center for a Community with Shared Future (PRCCSF), Islamabad expressed his expert analysis on ‘’Constitutional Reforms and Uzbekistan’s Foreign Policy’’. He discussed the proactive role of President Mirziyoyev that has made Uzbekistan a strong regional player and also enhanced joint cooperation. He also appreciated the new policies adopted in the constitutions vis-à-vis major amendments done in public affairs, civil laws, and anti-corruption initiatives.

Ms. Nilofar Doniyorkhodjaeva, Head of Department, Development Strategy Center, Tashkent, Uzbekistan shared her views on “The Rule of Law: Constitutional Guarantees for the Rule of Law, Protection of Personal Rights and Freedoms’’. She stated that human rights laws have been improved in Uzbekistan. She explained that human integration is at the centre of the constitution and will be protected at all costs.

Barrister Waqas Aziz Qureshi, Senior Law Expert & Managing Partner, Transact Advisory ServicesIslamabad shed light on ‘’New National Legislation, Values and Law Application Practices in Uzbekistan’’. He acknowledged the new laws and policies adopted in the legislation of Uzbekistan. He stated that these new reforms will not only impact positively on human and economic development but also enhance the global outreach of Uzbekistan. He explained that significant good changes have been made in human development laws and the protection of women and children by the Uzbek government.

Ms. Gulchehra Rikhsieva, Rector of the Tashkent State University of Oriental Studies, Uzbekistan enlightened the audience about the ‘’Significance of Constitutional Reforms in Social Sphere’’. She stated that creating Uzbekistan as a social and welfare state is the main goal of new reforms. Thus, the government has taken significant steps toward developing a civil society that will ensure human rights and dignity.

Mian Abdul Rauf, Former Advocate General, Islamabad High Court shared his expert analysis on ‘’Robust Constitutional Amendments in Uzbekistan: Developments in Socioeconomic and Politics sectors’’. He expressed his experience with the rich culture of Uzbekistan. He stated that it is significant for the community to work together in order to safeguard human rights, which are rooted in socio-economic betterment. He highlighted that such considerations are imperative for international acceptability along with the benefits for the people.

Mr. Kongratbay Sharipov, Rector of the Tashkent State University of Economics, Uzbekistan shared his thoughts on ‘’Economic Aspects of Constitutional Reforms’’. He emphasized that the constitutional reforms will have a positive impact on all aspects of life. He explained that the main focus of reforms is to ensure economic, political, social and environmental rights, which will strengthen the freedom of citizens and lead to a healthy society. He discussed that important laws have been intrude on to enhance entrepreneurship opportunities.

Mr. Muhammad Usama Rauf, Advocate, High Court Islamabad & International Law Expert, Islamabad expressed his expert analysis on ‘’Analyzing Amendments in state power, parliament, & legislative process of Uzbekistan’’He discussed the importance of institutions that Uzbek institutions have ensured the successful implementation of policies and reforms. The legislative branch should be given enough power. He added that the implementation of policies will lead to socioeconomic and political development to create robust state mechanisms.

The online roundtable discussion was moderated by Mr. Eldor Tulyakov, Executive Director, Development Strategy Center, Tashkent, Uzbekistan and Ms. Maryam Raza, Deputy Director, Pakistan Research Center for a Community with Shared Future (PRCCSF), Islamabad.
